The certificate only result of this line of examination was to establish indisputably the one principal falseness of charge against this Government in the libels recently showered down upon it; viz that it has established a reign of terror, which has prevented Chinese from opening their mouths against any extortion or malversation of office by any Government Officer.

There were some Chinese account books put into the hands of this witness (which had already been shown to Jame A Choy who failed to recognize) which he "positively denied to be the true market account books, as tendered in evidence by the Defendant;" and on cross-examination the witness fully described the real market books to which he had had access as one of the proprietors, and declared that they contained no entries whatever similar to, or corresponding with, certain entries contained in the books tendered, of monies paid to Colonel Caine as "duty money".
